wii connect 24 standby connection help p ...

omg its well wierd ... i can play fifa 08 online no problems . but when i try and access wii 24 connection or the wii shop. it doesnt work at all . It says i need to accept the agreement but i have tryied this and says its turned off or somthing can somebody please help me with this . thanks
